The CIERA School Change Project:
Translating Research on Reading into Practice in High Poverty Elementary Schools

The purpose of the CIERA School Change Project is to provide a framework for reform in the delivery of reading instruction within a building as schools engage in their own collaborative “home grown” reform efforts to improve the reading achievement of their students. An internal leadership team and external facilitator guide the reform effort. The CIERA project provides resources to support schools in their efforts, such as an internet site with research, video clips of effective practices, study group activities, links to other resources; school visits; and evaluation information.

In the 2000-2001 school year there were eleven schools using the CIERA School Change Framework in California, Minnesota, Iowa, Michigan, North Carolina, and Connecticut. Results from the first two years show that in schools that are more successful in implementing the components of the reform effort, students demonstrate more growth in reading and writing. From the classroom observations, we have found the following practices to be related to students’ reading and writing growth: teaching word recognition and comprehension strategies; asking higher level questions; teaching with a student-support stance as opposed to a teacher-directed stance; and engaging students in active, as opposed to passive, responding during their literacy lessons.
