Why Submit Your Proposal Online?
By creating your proposal online, you can save time and money by simplifying the distribution and editing of proposal drafts. With the Internet as your workspace, your team members can view the most current draft of the proposal at any time and provide editing suggestions on the spot. You can collaborate online and cut down on the need for face-to-face meetings or email distribution of multiple versions of the draft. We hope that this tool will be especially helpful for states whose team members are spread out across a wide geographic area.
This website was designed to help your state team create and submit a proposal for the EETAP States Program. State Team Members: One individual will need to take on the role of Proposal Coordinator. This person takes responsibility for creating, editing and submitting your team's proposal. Everyone else on your team has the opportunity to review drafts of the proposal online and provide comments on the drafts.
If you are a State Team Member but are not the Proposal Coordinator, you can not access your team's draft proposal directly from this website. Contact your team's Proposal Coordinator to obtain the URL address for your team's proposal. You can use this website to review the Request for Proposal (RFP), About EETAP, and Comprehensive EE Programs documents. These documents will give you more information about the EETAP States Program and application criteria.
If you are the Proposal Coordinator for your state team (person responsible for creating, editing, and submitting the online proposal), follow these steps to draft your proposal for the EETAP States Program.
Step 1: Before creating a proposal, please carefully review the Request for Proposal to decide if your team meets the criteria of the EETAP States Program. You can also preview the Application Questions before actually creating a team proposal.
Step 2: Review the Instructions for using the online system.
Step 3: Create a new Proposal. You will first be asked to Search existing proposals to determine if a proposal has already been created for your state. EETAP encourages collaboration on a single state proposal so you will be provided contact information for any existing proposals. If you wish to create a new proposal, use the Create link provided. You will then be asked to Login to EdGateway in order to access the application form.
Fill in the application form, choose the "No" option for the final question, and click on the "Create Draft" button. This saves an online draft of your proposal. A URL address will be sent to you by email that allows your state team members to view and comment on the proposal you have created.
Step 4: State Team Review of Drafts You can give access to anyone you choose by passing along the URL address you receive by email. This URL address will take them directly to your draft proposal. If team members want to provide edits or comments on the draft, they use the Comment on Application link at the top of the proposal. A list of comments submitted will appear at the end of your team's proposal.
Step 5: Edit Your Proposal. Only the Proposal Coordinator (person who created the proposal) can edit the proposal. Once you have created your state’s proposal, you can edit it an unlimited number of times before submitting it to EETAP. If you are the Proposal Coordinator, use the Your Proposal link to locate your draft proposal. Team reviewers can not directly access the proposal through the Your Proposal link. This area is only for Proposal Coordinators.
Step 6: Submit your proposal to EETAP. To submit a final version of the proposal to EETAP, you will want to use the Edit Your Application link to open the draft. Select "Yes" for the final question and click on "Submit" in order to send the final draft to EETAP Your proposal will now be available for EETAP review. Please submit your completed proposal by the August 31, 2001 deadline.
