Instructions

Please carefully review the information on this page before creating a proposal for the EETAP States Program. You may want to print a copy to have on hand. Most of the instructions on this page are directed to the Proposal Coordinator.

How to use the online system to submit a Proposal

EETAP encourages state-level collaboration and the submission of one proposal per state. However all proposals submitted will be considered. Proposals should represent a broad coalition of environmental education stakeholders in each state. Proposals from single individuals or organizations will not be considered. Click on RFP Recipients for information on how to contact the other EE stakeholders who received the RFP in your state.

Pick A Role - Proposal Coordinator or Proposal Reviewer?
  • Proposal Coordinator - one person per state will be responsible for creating, making edits and submitting the state proposal. The person who creates the proposal assumes the role of Proposal Coordinator. Only this person can make edits to the online version of the draft. They are responsible for incorporating the edits suggested by their fellow team members. This person also submits the final draft of the proposal. Please carefully review the instructions on this page.

  • Proposal Reviewer - the rest of the state team can act as reviewers for your team's draft proposal. Once the Proposal Coordinator has created a draft proposal, the Coordinator receives the URL address for the proposal by email. This URL address should be provided to team members who will be reviewing drafts. If you are a Proposal Reviewer for your team, you can not directly access the proposal from this website and will need to obtain the URL from your Proposal Coordinator. See the section titled "State Team Review of the Proposal" for further instructions.

Creating a Draft Proposal - Proposal Coordinators only [*This site is not longer accepting new applications*]

  1. Go to http://www.edgateway.net/eetapstates.

  2. Click on Create a Proposal.

  3. Use the Search form to check to see if a proposal has already been created for your state. If a draft proposal already exists, you may want to contact the Proposal Coordinator and collaborate on one state proposal. If you wish to create a new proposal, then use the Create a Proposal link provided.

  4. You will be asked to Login to EdGateway. Use your EdGateway login name and password or use the Registration link if you are not a current EdGateway member.

  5. Fill in the Proposal form. Since you are saving a draft and are not yet ready to submit a final proposal to EETAP, make sure that "No" has been selected for the last question.

  6. Click on the Create Draft button. You must click on Create Draft to save all information you inputted into the form.

  7. You will receive a notification by email confirming creation of your proposal. This email will contain a URL link to your proposal. Forward this email to members of your state team who wish to review the proposal (see below).


State Team Review of the Proposal

  1. The Proposal Coordinator sends the URL address link to all reviewers on the state team.

  2. State Team Reviewers use the URL link to view the draft proposal. The same link can be used to view future drafts of the proposal. Reviewers do not need to login to view the proposal.

  3. Reviewers can provide comments and suggested edits to the Proposal Coordinator by using the Comment on Application link at the top of the proposal. A second window on your browser will open to allow you to view both the proposal and the comments form at the same time in separate browser windows. Once you have submitted your comments, close the new window to return to the proposal view.

    When submitting comments, be sure to click on Submit to save the Comments. A list of all submitted comments will appear at the end of the proposal.

Editing a Proposal - Proposal Coordinator only. [*Submitted Applications can no longer be edited*]

  1. Go to http://www.edgateway.net/eetapstates.

  2. Click on Your Proposal.

  3. You will be asked to Login to EdGateway. Use your EdGateway login name and password.

  4. Use the application link provided to view the current draft of your proposal. If you would like to review comments made by your state team, look for the list of Comments found at the end of the proposal information.

  5. Click on Edit Your Application to make any changes. Don't forget to use the "Submit" button to save any changes you have made.
Submitting your Proposal to EETAP - Proposal Coordinator only

  1. Go to http://www.edgateway.net/eetapstates.

  2. Click on Your Proposal.

  3. You will be asked to Login to EdGateway. Use your EdGateway login name and password.

  4. Use the application link provided to view the current draft of your proposal.

  5. Click on Edit Your Application.

  6. Select "Yes" for the last question which asks "Are you ready to Send Your Proposal to EETAP?".

  7. Click on Submit.

All proposals must be submitted by August 31, 2001. Grant recipients will be notified by September 14, 2001.
