California Education Master Plan Alliance (CEMPA)

Mission
The California Education Master Plan Alliance was created in 2003 with the mission of providing information to the public about the Master Plan for Education and advocating for its full implementation.

Goals
Three overarching goals stem directly from the mission to fully implement the Master Plan for Education:
  • Advertise and disseminate information about the Master Plan for Education and the status of its implementation.
  • Inform Californians on the legislative process and the ways in which they can participate in shaping policy decisions that have an impact on education.
  • Conduct research and analysis of data on educational resources and ways in which those resources are used to promote student achievement.
Activities
Staff works closely with education organizations, policymakers, business, and local communities throughout California to shift the collective education focus from institutions to students - a basic principle contained in California's Master Plan for Education. By putting students and their needs first, the Alliance aims to ensure that education and policy decisions support steady progress in reducing current achievement gaps among various student groups.

No single reform or group can restore the greatness of California's education system; it requires a comprehensive and sustained effort by all Californians. Each of us must accept a share of responsibility for generating and maintaining the improvements needed in our education system. The Alliance seeks to provide access to resources that help individuals acquire the knowledge and expertise they need to participate in the policymaking process that will support these improvements. Short descriptions of how bills become law and how people can participate in shaping potential bills before they become law are examples of such resources and are included in the library references of this dialogue.

Staff also collaborates with education research organizations to gather data on other states' best practices for promoting student achievement and serves as a clearing house for that information. The ultimate goal is to achieve an education system where there are no discernable differences in achievement among various student groups and where students are prepared for success as lifelong learners, workers, and college/university students.
