Charles Ratliff
Executive Director, California Education Master Plan Alliance

Bio: Charles has been involved in education all of his professional career. He began as a counselor for high school students and then became a director of the federally funded Upward Bound Program at CSU Long Beach. He later became director of Student Academic Services at CSU Hayward and transitioned to become the Deputy Director of the California Postsecondary Education Commission (CPEC) in Sacramento. While at CPEC, he had primary responsibility for long-range planning, policy analysis, and intersegmental relations. From there he joined the Joint Committee to Develop a Master Plan for Education as one of two senior consultants and is now the Executive Director of the California Education Master Plan Alliance. He earned his undergraduate degree in psychology from UC Berkeley, a Masters degree in educational psychology & counseling from CSU Hayward, and his Ph.D. in the Administration of Higher Education & Policy Analysis from UC Berkeley.

Christine Galves
Assistant Director, California Education Master Plan Alliance

Bio: Christine entered government service after practicing law. She first served as a civil servant in the Department of Industrial Relations, then accepted an appointment by Governor Gray Davis to work under the Secretary for Education. From there she joined the effort to Develop the Master Plan for Education and is now an Assistant Director with the California Education Master Plan Alliance. Christine also has her Cambridge Certificate to teach English as a second language, and teaches summer courses in Legal English at U.C. Davis. Her undergraduate degree is in broadcast journalism, from the University of Southern California.

Jennifer Mitchell

Bio: Jennifer has extensive experience staffing workgroups, boards, task forces and committees dealing with education and workforce preparation issues. Her experience includes positions with the Employment Development Department, the California Workforce Investment Board, the State Job Training Coordinating Council,California's One-Stop Career Center System Task Force, and the Joint Committee to Develop a Master Plan for Education. She is now an Assistant Director with the Office of the Education Master Plan. She has worked with representatives of federal, state, and local organizations to develop policy recommendations for the Governor and legislature addressing how government, the private sector, and community-based organizations could establish effective partnerships to meet community needs.

Stephen Blake
Chief Consultant, Joint Committee to Develop a Master Plan for Education

Bio: Stephen Blake has been involved in California public education for fifteen years. He currently serves as the Chief Consultant to the Joint Legislative Committee to Develop a Master Plan for Education.
Prior to joining the Legislature, Mr. Blake spent six years as the Associate Director of the California State University system??s Office of Governmental Affairs, where he was responsible for a wide array of issues including teacher preparation and K-12 partnerships, facilities and new CSU campuses, and Bagley-Keene Act reform.
In 1994, Mr. Blake served as policy staff to Assembly Speaker Willie L. Brown, Jr. on the California Education Summit.
Mr. Blake began his career in education with the California Department of Education??s Governmental Affairs Office, where he advocated on behalf of Superintendent of Public Instruction Bill Honig. Mr Blake was responsible for such issues as school restructuring, student assessment, programs for ??at-risk? youth and low performing schools, and programs related to health and safety. Mr. Blake simultaneously staffed the Superintendent??s Ethnic Advisory Councils.
Mr. Blake earned his baccalaureate degree from Princeton University in Moral and Political Philosophy.
