The summary lists adult basic education, vocational education, and english as a second language as funding priorities. In the past, citizenship education and assistance for recent immigrants have been priorities (to be sure, some of these activities are included under ABE and esl in the text). I believe, however, that citizenship education and information for recent immigrants are important enough, and sufficiently distinguishable from the other priorities, as to deserve separate identification for funding priority.
