Thank you for logging on today to participate in this very important on-line dialogue.

This is my second time being a panelist in such a forum and I enjoy the feedback from members of the education community.

First of all, as an active member of the Master Plan Committee I am especially interested in adult education. I am the author of Senate Bill 823 which attempts to implement the recommendations of the Master Plan as it relates to adult education. The main component of SB 823 was to create a task force for further study on adult education, a "mini-Master Plan" so to speak.

Implementation of the Master Plan will take some time. The Master Plan bills are on an extended time frame. As it relates to SB 823, however, it's key for us to get this task force under way. Instead of leaving the task force in the bill, we're planning to use a Joint Resolution to fast track its formulation. This way we have movement on the task force in upcoming weeks (not months). SB 823 is currently on the Senate Appropriations Suspense File, where it will remain until next year. I hope the work of the task force will be close to completion and the findings can be amended into the bill.

This task force should take on a number of issues including, priorities of instruction, reciprocity of credentials, delineation of function, etc. I am hopeful this task force will come to a resolution to determine the best possible future for adult education in California.
