I appreciate Mr. Baltz comments regarding the nature of adult schools, and particularly like the idea of adult education viewed as community schools. For better or worse, policy makers often need an easily understood concept that conveys the essential role of a program or service area. I think adult education has suffered in some ways because it has a very broad mission (basic skills education, alternative route to a high school diploma equivalency, job training/re-training, citizenship, ESL) that is not easily categorized. Although "community schools" is not a new concept, and is applied in other ways within the K-12 system, I think it captures something essential about how adult education programs differ from traditional K-12 schools and community colleges.
