Because Adult Schools operate under the governance of K-12 school systems, they are able to share educational facilities, maintenance staff, and administrative support personnel with the local school district. This makes it possible for Adult Schools to effectively operate large programs with minimum administrative overhead. Hayward Adult School, for example served 24,000 students in 2002-03 with three administrators and four Teacher Coordinators. In addition, adult school instructors hourly salaries are generally much lower then those of instructors at Community Colleges. Transferring Adult School programs to the Community College system would therefore vastly increase the cost of these educational services. Since Community Colleges are already struggling with overcrowded campuses and inadequate budgets, this does not sound like a viable idea, nor does it give credence to the exceptional services currently being provided by California Adult Schools.
