If the instructor qualifications were relaxed to allow community college instructors to teach certain sections at the high school level, the online environment would be an ideal way to do this. If we think of education in the broad sense of the word, high school instructors, community college instructors, CSU and UC instructors, collaborating together could produce a better learning environment for all students. With tools such as video conferencing and online discussions (such as this one), students could interact with the "experts" in a variety of subject areas.
