I've been reading through this discussion, wondering if anyone would mention the role that volunteer-based programs play in providing adult education in California. I work for California Literacy, Inc., a nonprofit that supports volunteer-based programs. We have over 150 member groups, and they serve approximately 46,000 adults each year (2002 statistics). This group of providers is rarely, if ever, mentioned in any policy discussions, including this one.
The question isn't community college versus K-12 districts. The question is how to create a spectrum of service providers who are qualified, aware of each other's strengths, and comfortable working together. The ultimate measure of success is whether adults are receiving the services they need, when they need them. Volunteer-based programs are an important component of the system. They provide individualized instruction on exactly the topics the adult needs to learn. Whether it's GED preparation, ESL instruction, or driver's license preparation, volunteer-based programs exist and thrive.
Moreover, due to the use of volunteer tutors, volunteer-based programs provide a remarkable return on investment. I urge everyone to consider these programs in deliberating over this bill.
