Rec. 55 of the Master Plan expresses the desire to have the private sector contribute goods and funds. It should be expanded to include a desire for HUMAN VOLUNTEERS to serve as tutors or mentors. Currently, only the most self-motivated people do this. With official recognition (a certificate is probably enough!, more people might be sufficiently motivated to become active. An internet-based communication system would allow even more of this type of activity.
