If Mr. Mercer is indeed interested in the most bang for his buck then he should know that the best spent buck in education of adults is spent in the adult schools. They do the same job as the community colleges at less than half the cost. Vocational training is best delivered through the ROP/C programs and adult centers. Many of the students of these facilities are unable to achieve on a community college level and feel more welcome in a neighborhood school. The college environment is very intimidating to them. Once they pay their money no one cares if they succeed or not and no one cares if they even attend. There is a very real need for community colleges and the education they provide, but I'm not at all sure that vocational training is that education.
