In response to your inquiry Nancy, SB 823 would not limit adult education services to basic education, instruction in ESL, and vocational education. Rather, it seeks to establish priorities that will be protected during tight economic times. Completing requirements for a high school diploma or GED is understood to be within these priorities. A key policy concern within this context is whether students completing high school diploma requirements through community college non-credit courses should be required to pass the high school exit exam as would be the case if they completed those requirements through a K-12 adult education delivery system.
