State Technology Contacts Cal.Educ.Code 51740 Instruction by Correspondence The governing board of a school district may provide secondary pupils with correspondence provided by the University of California or any other accredited university or college in California. Such courses are subject to any regulations promulgated by the State Board of Education, and must also be authorized by the Superintendent of Public Instruction. http://www.leginfo.ca.gov/cgi-bin/displaycode?section=edc&group=51001-52000&file=51740-51741 Cal.Educ.Code 51870 through 51874 Technology Assistance Project The Technology Assistance Project is composed of regional constortia working collaboratively with school districts and county offices of education in order to meet locally defined technology-based needs, including staff development, learning resources, hardware infrastructure and the coordination of programs. The Commission on Technology in Learning is to make recommedations to the State Board of Education in such areas as a statewide plan for technology, a comprehensive evaluation process, coordiation of technology programs, the appropriate uses of technology in the delivery of instruction, and the development of guidelines for evaluating technology and distance learning programs. The Commission, in conjunction with the Curriculum Development and Supplmental Materials Commission, was to recommend guidelines and criteria to the State Board of Education for assisting school districts in the preparation of 3- to 5-year technology plans. After January 1, 2002, a school district must have a technology plan as a precondition for receiving a technology grant. In expanding the use of distance learning technology, the state is to focus on providing services to populations not currently receiving those services. In addition, the state is to use incentives to encourage the utilization of distance learning technologies. Finally, the same standards must be applied to distance learning with regards to course and program quality, course content, pupil achievement, and curriculum. http://www.leginfo.ca.gov/cgi-bin/displaycode?section=edc&group=51001-52000&file=51865 Cal.Educ.Code 51705 through 51705.3 On-line Classroom Pilot Program The Pilot Program was established to monitor pupil participation in asynchronous interactive instructional programs conducted over the Internet. Such programs are where a pupil and teacher interact using online resources including discussion boards, Web sites, and email. The student and teacher do not need to be online at the same time, but the teacher must be accessible to the student on a daily basis. Online courses must be approved by the governing board of the school district. In order to operate an online course, schoolsites must apply to the State Department of Education, and no more than 40 schoolsites may operate an online course. The school district must develop and implement policies addressing test integrity, evaluation of courses, criteria for student participation, teacher selection, and training and evaluation. The school district must verify that online pupils take exams by a reliable method. The district must also maintain records to verify the time pupils and teachers spend online. The school district must adopt written policies governing the manner, time, frequency and place of study, the number of missed assignments, objectives of study, specific resources available to the student, duration of the agreement, and the number of credits to be earned.
