Development of the Technology and Engineering Literacy Framework and Test Item Specifications 2014 National Assessment of Educational Progress (NAEP) follows a two-tiered process.
The Steering Committee provides general oversight of project policies, goals, and principles. The Planning Committee formulates and drafts key documents, including the recommended Framework and Specifications, recommendations for background variables, and proposed designs for small-scale research studies.
The work of the Steering and Planning Committees is supported by dedicated staff from the National Assessment Governing Board, WestEd, and the Council of Chief State School Officers.
