Strand(s): Incentives to Attract High-Quality Teachers to Hard-to-Staff Schools

Description: Many policymakers consider traditional salary schedules for teachers inadequate because they are not based on actual performance and skills. Yet merit-pay experiments have fallen short as a remedy, in part by creating competition among teachers for a finite amount of money. In contrast, recent incentive-pay, performance-pay, differentiated-pay, and career-ladder strategies create criteria for salary increases, given to all teachers who qualify. This session examines these new compensation strategies.

Inquiry Questions:
  • How does rewarding teachers for their ability to demonstrate expertise and knowledge help improve student performance?
  • What assessment strategies do states and districts use to determine a teacher's expertise and impact on student achievement?
