Biography
Michael Allen is a Senior Policy Analyst and Program Director at the Denver-based Education Commission of the States (ECS). His work has focused principally on teaching quality, and he is responsible for directing several major projects, including projects on hard-to-staff schools, the use of classroom time, and strengthening the connection between education policy and research. In addition to directing projects, he is the author of a number of articles and reports on education policy. He is the author of a major report on education research entitled Eight Questions on Teacher Preparation: What Does the Research Say? and is working on two similar reports, one on teacher recruitment and retention and one on certification and licensure.

In addition to his policy work, Allen has over ten years' administrative experience in the non-profit sector and in higher education and he has done organizational consulting for a number of nonprofit and government agencies on ethics-related issues.
