Speaker Yvonne Chan Principal Vaughn Next Century Learning Center 13330 Vaughn Street San Fernando, CA  91340 Biography As the leader of one of the most successful urban conversion charter schools in the nation, Yvonne Chan has created an environment in which teachers can succeed. Vaughn Next Century Learning Center serves as a model that has solved many public education challenges, including: class size reduction to 20 in grades preK-12; universal preschool education; accelerated English learning; special education full inclusion; longer school days and year; a school-based health clinic; university professional development center; a schoolwide teacher peer-review system; and a performance pay plan for all staff. Under Chan's leadership, Vaughn turned a crack house into a schoolhouse, built three new schools, and became a full-service preK-12 learning center serving 2,400 students on four contiguous campuses.
