Biography
In 2002, Ken Futernick developed and published the Teacher Qualification Index (TQI), a standardized rating system that reflects the credential status and experience level of teachers at each public K-12 school in California. The first index of its kind in the nation, TQI helps educators, parents, and policymakers better understand and address the challenge of underqualified teachers. As professor of education for the past 16 years at California State University, Sacramento, Futernick has taught courses in learning theory, and education foundations, policy, and technology. From 1995-98, he served as chair of the university's Department of Teacher Education. Futernick currently is conducting research on teacher retention. He has testified on numerous occasions before state Senate and Assembly education committees on issues related to teacher preparation, teacher quality, and teacher retention. He recently authored a school reform plan titled, Leading Troubled Schools to the Tipping Point.
