Purpose

Resources for Local Accountability offers a variety of ideas, tools, samples, and models to help California school districts develop a technically sound, feasible, and useful local accountability system. These resources are meant to help practitioners examine the impact of their district's instructional program on student achievement and plan improvements.

A district system of accountability should supplement the state accountability system and concentrate on areas of local concern. No one local system will fit all districts in California, but all systems should support continual district and school improvement. Developing an exemplary local accountability system is a continual journey.


Audience

The primary audience for this resource is California school district administrators who are responsible for local accountability. An array of practical ideas is presented for administrators with different levels of experience, expertise, and resources. Concepts and practices are suggested for districts that range in size and data management capacity.

The secondary audience includes school board members, school practitioners, and support providers in California. School practitioners include principals, assistant principals, and teachers in leadership positions. Support providers are public administrators and private consultants who serve the state, region, or specific districts and schools. Many ideas and tools for accountability apply to both the school and district levels. The school's accountability system should fit into an articulated, coordinated district system.


How to Use This Resource

The novice educator who is just beginning to consider what accountability means can easily use this bank of resources as well as the experienced administrator. Readers at or near the novice stage are encouraged to download the full description which describes pertinent federal and state mandates. Experienced readers familiar with systems of accountability at the federal, state and local district levels may find it helpful to start with Elements of a Local Accountability System and proceed to the remaining sections to glean new ideas to enhance their local accountability system.

Educators in districts of a particular size will see the sections on District Practices and Models categorized as one-school, small (less than 2,500 students); midsize (2,500 to 20,000 students); and large (over 20,000 students). Some practices fit a particular district size, while others are universally applicable.
