Brief Description

Oceanside Unified School District has a K-5 assessment system fully implemented at all schools. Assessments provide recommendations to teachers for determining grade-level promotion. Specific assessments and cutoff scores are given to combine and convert scores to performance levels. The multiple measures at each grade level measure specific standards.

Full Description

Oceanside Unified School District convened over 40 teachers districtwide to collaborate in grade-level teams to develop a set of reading assessments to determine grade-level proficiency and inform instruction in grades K-5. Work was completed in 1999-2000. The assessment system has been fully implemented in all elementary schools.

The grade-level documents are called Recommendations for Confirming Grade Level in Reading. Many districts use similar instruments in kindergarten (letter name/sound, Concepts About Print). Following are the multiple assessments for each grade level:
  • Kindergarten
    - Concepts About Print
    - Letter Name and Letter Sounds
    - Phonemic Awareness
    - Sight Words
    - Comprehension of Read-Aloud Stories

  • Grade One
    - Letter Name and Letter Sounds
    - Phonemic Awareness
    - Sight Words
    - Benchmark Reading Assessments of decoding, word recognition, fluency, and comprehension

  • Grades Two through Five
    - Benchmark Reading Assessments of decoding, word recognition, fluency, and comprehension
A matrix for each grade level matches essential content standards and assessments along with the cutoff scores to meet grade-level expectancies for each trimester. These materials provide clear information for teachers about what assessments to use for trimester grading and criteria for determining proficiency.

Attention to standards and local assessments is yielding results -- almost all elementary schools met their API 1999-2000 growth targets, and many schools far surpassed their targets.
