The plan and its public availability exemplify the district's leadership in long-range planning, communicating with and engaging all stakeholders, and integrating changes in curriculum, instruction, assessment, and organizational conditions. The Web site lists six district goals and a three-year improvement plan. The columnar format neatly displays current conditions, desired conditions, actions over three years, measurable goals, and structural improvement actions (organizational changes). San Juan has the highest expectations of staff and students, as reflected in the "ultimate or very long-term" measurable goals. Ultimate goal statements are similar to "100% of students will be at/above proficiency in reading, writing, and mathematics on identified content standards." Annual minimum growth targets are set for each of the three years. The Statement Web page presents a graphic organizer for the district's six goals. Goals 1 and 2, which focus on student academic achievement, are placed in the center circle. The other four goals - environment, resources, quality services, and building capacity as a learning community - are placed in a ring surrounding and supporting the first two goals. The Beliefs Web page lists 10 belief statements that express the goals and guiding principles in more detail.
