Summary

San Francisco Unified School District's Research, Planning, and Evaluation (RPE) Department conducts a series of eight interconnected, applied workshops on data analysis and use of results for all school administrators. Optional workshops on additional topics are offered throughout the year. The workshops teach participants to analyze a variety of data, link results to probable causes, and develop measurable objectives and priorities for their school plans.

The district models accountability by evaluating department effectiveness based on The California Standards for the Teaching Profession.


Full Description

San Francisco Unified School District's Research, Planning, and Evaluation Department plans and conducts eight mandatory workshops and additional optional workshops for site administrators throughout the year. Many are held during the workweek but some are held on Saturdays as an option. The one- or two-hour workshops teach administrators to learn and apply data analysis skills, linking probable school processes to student results, and writing measurable objectives in school plans.

Administrators are expected to lead teaching staff in data analysis sessions and site-based workshops on data-based decision making. District staff members are available for follow-up consultation. They also facilitate school data analysis presentations on a very limited basis to encourage site administrators to build their internal capacity to analyze data with teachers.


Guiding Principles

The district created guiding principles as a foundation for designing district services that guide and support school sites. "The primary objective of the accountability system in the San Francisco Unified School District is to support data driven decision-making to improve teaching and learning throughout the district." District services are expected to directly impact schools' delivery of high-quality instruction, and thereby indirectly impact student achievement.

This objective defines the role of staff in the Research, Planning, and Evaluation (RPE) Department. The RPE Department has a primary goal to provide guidance and support in accountability processes that support school effectiveness. Impact of professional development is measured in two ways:
  • results of evaluation surveys completed by school sites; and
  • improvement in school academic achievement data.

Mandatory Accountability Workshops

A brochure lists the eight mandatory workshops. A common thread across workshops is using results to plan school program improvements.

The eight workshop topics are:
  • Data Analysis (1 hour) -- using multiple measures to explore current school conditions as a first step in developing the school plan;
  • Test Analysis (2 hours) -- using norm-referenced tests to make student comparisons and measure growth over years; using criterion-referenced tests to pinpoint areas to improve instruction;
  • Site Plan Development (1 hour) -- setting priorities and timelines, developing measurable objectives;
  • Excel Data Analysis (2 hours) -- analyzing SAT-9 and district assessment data as well as site-specific data, including using Excel pivot tables as an analysis tool; obtaining data to inform decisions;
  • Gap Analysis (1hour) -- identifying student achievement gaps, linking gap analysis to planning strategies to close gaps;
  • Coordinate Resources and Programs (1 hour) -- analyzing input variables and school priorities; aligning resources, programs, and interventions to student needs and school priorities;
  • Data with District Standards (1 hour) -- reviewing document that matches SAT-9 content clusters to standards; using the document to support classroom instruction on standards; and
  • Academic Performance Index (1 hour)--understanding the computation and impact of API results.
As a result of participating in the workshops, site administrators learn to:
  • look for patterns in multiple measures of student achievement;
  • pick three logical reasons within school control that had an impact on the results;
  • select the highest priority for improvement;
  • develop a strategy or related set of strategies to improve results, with a rationale for the selection rooted in data and research; and
  • identify measures (indicators) to determine effectiveness.
The district formally and informally gathers evaluation feedback from site administrators about the value of workshops and data reports produced by the district. Participants complete a workshop evaluation form at the conclusion of each workshop. The workshop evaluation form is based on The California Standards for the Teaching Profession, which lists 10 elements for high-quality professional development:

District supervisors review the feedback and follow up in meetings with individual and groups of school administrators to discuss implementation issues.
